Looks like an issue with spaces in the path. Try moving the 'arduino-1.5.3' root folder to C:\.

I meant that the path should read like C:\arduino-1.5.3. Based on the error message, it looks like it's in C:\Program Files (x86)\arduino-1.5.3.
