I recently encountered the problem of my USB 3.0 drives not being detected after a cold boot until I restart the system once.
I was able to fix this issue and other USB issues I had with my NUC by enabling the "Deep S4/S5" option in the "Power" menu of the BIOS (version 0030 on a D54250WYKH in my case). It seems like the USB 3.0 controller isn't being initialized properly after a "cold boot" when that option is disabled.
