I was also experiencing the issue on an older version of the Intel drivers. I updated the drivers to try to resolve the issue. I am not 100% sure what the previous version was, but looking through the installer log files, it looks like it was 9.18.10.3071 ..?
I *THINK* the problem may have started after I was in the bios, and re-set my TPM, and then had to re-enroll my fingerprints.
