I can confirm that the latest Windows updates have not fixed the issues for Media Center.
If I leave the TV powered on the issue does not occur. But if the TV is switched off while leaving the NUC turned on the low memory error comes up after re-powering the TV (after about 4 hours).
I am running the native resolution of the TV 1920 x 1080. I have tried both 50p and 60p refresh rates and ensured Media Center is also running in the same mode.
