Since the IDE is not doing a firmware update as it should. Try to upgrade the firmware manually. Download the firmware from the following link LITTLE LINUX IMAGE Firmware Update for Intel Galileo, take a look at the Getting Started Guide section 11. You will need a 3.5 mm to rs232 and rs232 to USB cable to access the options before Galileo boots.
