I noticed switching Windows power policy schemes could have something to do with Intel Rapid Start sleep mode's success.
It seems as if anytime I switch the power scheme just before triggering sleep mode Intel Rapid Start fails: the computer wakes back up immediately after transitioning into Intel Rapid Start S4 mode.
I do not have enough telemetry to identify that observation as 100% precise though.
